Go to settings, applications, scroll to the right to ALL, find the camera app, hit "disable".

I just checked on my HTC One SV, and I'm unable to disable the camera that way, so it appears to vary by device. If you find the same to be true with your device, you may need to root it to disable/freeze the camera app.

The obvious question is what are you trying to achieve? If you don't want to use the camera, just don't use it.
