Apps Want to dive into Java development, stuck at Eclipse install

Sadly, I've hit a wall in my quest for Java mastery. I can't seem to run the eclipse.exe file to even begin programming. I've tried intalling both 64 and 32 bit versions of JavaSE SDK multiple times, as well as eclipse. I'm running Windows Vista Home Premium 64 bit and continue to get this error:
