Help Want to use packet Data only when required

Hi I am a new android user (galaxy ace 2.3 gingerbread)..after inserting my sim..I have an E symbol on on the top notification bar greyed out..which indicates a data connection is enabled but not in use..I usually get to know data is being used when it flashes green and yellow.I want a packet data connection to be established only when an application needs one (I had this setting on my previous nokia phone). The only other option is to switch packet data off completely by going to setting>>network.I don't want any background process to use data without me knowing about it.

Is there an option to enable packet data only when required?

Its in Menu>Settings>Wireless and Network>Mobile Networks>Packet Data. If its checked, you can use packet data, if its not, then data is disabled. There are several widgets available in the market to control this. I personally use Widgetsoid then put the controls in the notification bar.
