You can boot into recovery using adb or using rom manager or a rom that supports rebooting into recovery but not from fastboot.

Actually, I'm still on 4.1.2, with the 3.41 bootloader and can boot into recovery just fine, from fastboot, with BOTH cwm and twrp ;)
