Help water damage

[LG G3 Not turning on]

I dropped it in the toilet the first time last year, and I left it in rice because I heard it helped. It was perfectly fine after a couple of weeks. Then just recently I went to the beach and did NOT drop it in the ocean. I left it in my bag. I got home and noticed that my LG G3 was not turning on, nor charging. I decided to just put I have the charger plugged in but no LED light is showing. It is vibrating in response and at one point there was a red blinking light. Is it the system that was affected or the battery? Please and Thank You

It could easily be that the battery has failed. The easiest (and cheapest) way to verify this is to go to a store that sells the G3 and ask to borrow a battery to check.
