How do I make the weather effects show on my Droid incredible home screen when I unlock my phone?

The weather animation is an option that comes up when placing the Weather Clock widget on the home screen. If it isn't working currently, just remove the widget and re-add it. It will ask you for a location, I just use current location, then it asks about full screen animation. Check the box and click done. That should do it.

I performed the above with no results it does not give me the option to check a box about the animation? I am using a htc one.
