I know you can have a weather widget on the lockscreen if you don't have any security, i.e., just swipe to unlock. But then it's not really a lockscreen, is it?
I use a 3rd party app called "Executive Assistant" over the stock lock screen to see the weather, emails, text, missed phone calls and next alarm. I i a few widgets as well. I've heard others mention other 3rd party lock screens that you can customize as well.
