Web address for Android Market/Apps

I'm new to the forum but have been doing a lot of reading/research lately about Android and am looking forward to getting a new phone loaded with Android. I've still got a few questions I was hoping I could get answered.....

Is there a actual website for Android apps where you can search by topic and read app descriptions?

Can you only search for apps from the Market on your phone or is there a web based marketplace?
