web page not available

I am a novice at this game being 67 and my computer background being with IBM mainframes in the 70'S onward.My problem is I am trying to download my energy bils and this works ok but when I try to view billI get 'web page not available'Anybody tell me whats wrong.someone mentioned Adobe but it is on my machine.

The problem is your power company. The file the link is pointing to isn't on the site, or isn't where the link claims it is. Call them, see if you can speak to the department that maintains their site and talk to them. (If it were an Adobe problem the error message would be totally different.)
