Weird administrator stuff

The photo explains my issue, it also said my sim card is locked, we would of taken it to my carriers salon, so i had to remove my lock screen, and i noticed this, help

Thank you, but it still doesn't fix my sim card problem :/ I'll probably end up going to the salon and having them fix it.
