Help weird dim Screen for razor maxx

I searched all around online and no one else seem to have this issue.
My screen has a weird dim on it. Yes, my brightness is all the way up, but here is what I mean by weird.

There seems to be two layers on my display screen. The first layer is how my screen is suppose to look. The next layer is a dim screen over my normal layer.

Its like there is a clear dim box over my screen. I hope you understand how I am describing it.

I factory reset my phone and cleared cache. The screen is still dim.
Yes, this happened after the ICS update. I also feel that this may have to do with me over clocking my phone. That may or may not be the cause of it. I got rid of the app that overclocked my phone a month ago and my screen still acts this way.

Anyone knows what's going on?

The same thing happens to my maxx also but only when its turning on.it gets a weird green hue but comes out of it when my phone is all booted up....

Is display power saver checked in the brightness settings?

Yes it is on my maxx anyway

That is the reason.

Well for the green think idk but the power saver will cause it to look like there is another layer under the screen
