Okay so j went o an app deleting spree. I guess I had an app on my phone that was messed up.

I had solitaire, spider solitaire, or pinterest. Any of those would have been the cause.

Looks like the website you're visiting has been hacked in some way, or is serving up some script that it shouldn't.

Unless you've downloaded and installed whatever piece of junk its trying to install you should be OK, but I'd steer clear of the dodgy sites at the moment,, until they've had a chance to fix it

It happens at any tab I open on my phone. Facebook, gaia, google, photobucket... doesn't matter what website it is this pop up keeps appearing.

Usually, this happens at one specific site, but if it is happening on all sites, clear the cache and data for your browser (settings/app/), and reboot your phone and see if the problem persists. If it does, you may need to clear out the data folder for the browser (cross that bridge later, if it is needed)

I did all of that to begin with.

I figured it out. There was something going on with one of my apps. Because as soon as I deleted 3 apps the popup vanished.

Anyway problem solved.

FYI shouldn't be happening if you only source your apps from Google or Amazon, because they prohibit this kind of adware/scareware payloads or trojans with apps. But apps from other sources, it's quite possible.
