Something American? Looks like it's derived from the US flag(stars and stripes), like Bank of America, etc.
hard to say. it could be anything. we get this almost everyday and majority never get answered. you see there millions upon millions of apps each with their own notification icon. unless it is something popular like facebook or youtube......thats way to many to be able to recognize just from an image of a its icon notification.
you can find out by going into the phone's notifications, but something tells me this is not your phone. you could simply ask the person who the phone belongs to what it is.
