I'm afraid that we can't provide any assistance with getting around a blocked IMEI.
It was clearly reported stolen for a reason.
Sorry buddy, but that's the nature of the beast. If you purchased the phone that way, you got duped - go back to the seller and see if you can get your money back. If it's a new development on a phone you've had for a while, you'll need to work it out with your carrier.
