What does Disconnect actually block?

I love Android and the flexibility it provides, what I do not love is everything I do being tracked. I just came across this app:

it claims to stop "Reduce the risk of identity theft by blocking malicious tracking
Block malvertising threats disguised as legitimate ads
Protection from thousands of suspected malware sites"

and it also claims that it was removed from Play store because it blocks Google from tracking and advertising.

1. What does that mean? By using this, app, what can Google no longer do?
2. How will this affect day-to-day operations of my Note3 and possibly soon to be Note4?

It makes sense that Google would block an app like that. On the other hand, if you download an app like this outside of Google Play from unknown site without any firm link to a company or developer (as far as I can tell)... there is some risk it may itself be malware.

If you are rooted, you can install Xposed Framework and Minminguard module for Xposed (both open source) to block advertising within most apps (doesn't block adds on websites in browsers though)
