An ip address is the same thing on a phone as it is on a pc. Your phone is trying to obtain an ip address to use from your router and is having problems.
I would first try restarting your router. Disconnect the power supply to your router for a couple of minutes and then power it back on. After it finishes booting back up, see if your phone will connect.
If it still isn't working after restarting your router, you may want to register so that there can be some back and forth discussion for troubleshooting some other possible solutions.
