What does this icon mean?

You should be able to swipe down the notification bar and long press the icon to find out what app is raising the notification.
Nothing doing there... this is on the right - next to my WiFi icon. Long press does nothing. This phone is pretty much vanilla Android 10, not skinned like Samsung and some of the others.

Does anybody know that this icon from my status bar means? I have searched android icons and it's not in any of the tables I can find, nor is it in the user guide for my phone:
It has to do with accessibility. See what you have enabled in there.
Try rebooting the phone
Tried that too. Turned all the off and restarted- it's still there. AND my new phone came today and I used Google to move everything over... I have that same icon on this one too. KYOCERA Duraforce Ultra 5G. Those one is running Android 11. Don't know what it is there for, but doesn't seem to hurt anything.

Circle with horizontal line icon -Blocking mode enabled – only calls from those on appoved list are allowed
the only thing is that i can only find this on older devices like the samsung galaxy s5 and s6 can't find anything else so i'm not sure. i have never seen this on any of my phones before.
