What happens if an app is set to refresh and you don't have a data connection?

I use a few apps have refresh intervals that I set to one hour. What happens if that hour passes and I don't have an active internet connection? Will the app automatically refresh when the device reconnects to the internet?

It depends on the app. Usually once a data connection is restored the apps will update on schedule, however a few apps will stick throw a failure notification and won't try to connect until the notification is viewed.
 
Does the same thing happen for push notifications (as in will an app refresh automatically when data is restored if it is set for push notifications)?

Depends how the server is setup to push. If you hit a timeout period or a specific number of failed attempts, it could delay the receipt of push mail until you log back in with the server. Then push will resume.
