I know this menu is for you to be able to install apps you've either installed on other devices, or to reinstall apps you've deleted, but if you remove them then does the data from them get deleted, or what?

Not sure what would happen if you have them on multiple devices. If you only have them available for one device it just removes them from your library and if you wanted to you'd need to search for and re-download them again

But would it delete your data from the apps if you remove them from here?

As far as I know, if you've uninstalled them from your device the app won't retain any data .
I try different apps and for whatever reason uninstall them and then go back and remove them from my library. Any that I've reinstalled came in as a fresh install.

Back when Amazon was putting out their "Free App Of The Day", I tried out a bunch. Still keep them in the cloud because they were paid apps for free.
Between 5 currently active devices and all my old ones I don't know what's in my Google play library.
This is what my Amazon library looks like...
