what is the preferred bug-submission process?

So I am constantly thinking of ways to improve Android, minor to big. But just 'cause I think it's a good idea doesn't mean it's a valid feature request. So I wonder if ideas should be bounced off other folks / try to drum up support in the forums before submitting a feature request, or is this handled in the software development process somehow such that feature requests get votes, and he most popular ones go in first?

With Android issues I've always just gone here...

Issues - android - Project Hosting on Google Code

If the issue already exists I star it to add my support. If the issue doesn't exist, I add it.

So your vote is to *always* just submit a bug, obviously after searching to ensure it doesn't already exist. But employing that plan will probably result in Android developers wading through ton of chaff to get to the hidden gyms of feature requests. What if I want to see if my idea's any good, or just plain weird and too specific to me?
