what is the role of carrier in android release?

what carrier can do in new android release ?
carriers usually add in their own apps otherwise known as bloatware. they can turn on or off certain features like tethering for example. they rarely have any say as far as the os goes. it is the manufacturers that have more of a say on how the os operates. they usually will add there own skin on top of the android os...... for instance samung has one ui (the current version is one ui 2).
 
Yeah, the manufacturer provides the OS, carriers add crap, remove features, and delay updates(*), as well as locking the phone to their service.

(*) Though bizarrely non-carrier Samsung phones in the US get updates last, the complete opposite of other manufacturers and the Samsung in the rest of the world. I have heard that it's because they don't release updates for those phones until all of the main carriers have approved them, which they regard as less important than their own branded handsets, but can't prove this is true.
