What is the simplest way to create a ringtone?

Id like to be able to create them right on my pc and transfer it over to my phone, but it seems im nonstop running into weird format issues. I grabbed ringtone maker apps, thought i was getting somewhere and recorded a fairly good sounding ringtone and the app then says it cant make the voice recording into a ringtone.

When i had my iphone it was back when itunes had a ringtone maker that was so easy and done in two seconds.

So i just need schooled here a bit if someone could, id really appreciate it, thanks.
 
Just take any sound editing application (I use wavosaur), create your file, export it as an MP3, and copy it to your phone. Works like a charm for me.. I"ve created dozens of custom ringtones/notifications.
 
I have a good ringtone maker it even suggests popular sections in the song, not sure if i understand your second part, but voice recordings you make with the voice recorder app can be set as ringtones or notifications right from within the voice recorder app
 
I use Audacity on my PC to create the ring tone and export it as an MP3 file. Then I connect my phone to my PC and have it mount as a storage device. Then drag and drop using Windows Explorer to put my MP3 file onto my phone in the Ringtones folder. It should appear in the list of ringtones for you to select.
 
on a side note, is there a way to transfer an mp3 (or ogg) ringtone to the phone, and NOT have a music player auto-detect it? (like Google Music?)

i have my ringtones on the phone in media/ringtones. and then i have all my music on my micro SD card.

anything in a folder called Ringtones will not be seen by music player app

same goes for notifications if you put them in a folder called Notifications they are not in the Music player apps
 
I downloaded ringdroid and have several files set up for various ringtones and alarms. They work when played from ringdroid, and the file name shows as an option from the alarm and ringtone voice menus. I thought I was good to go, until my personalized ringtones weren't recognized. Even though they remained the selected default the actual sound was the factory preset. What did I do wrong? ARGGGGG

Same here.... You can edit any song you like and put it on your phone.

I know this isn't MAKING your own ringtone(s), but, I'd try out the application ZEDGE from the GOOGLE PLAY STORE. It might have exactly what you're looking for.(Ring tones,notifications, wallpapers, etc.. & they're all free).

This is what I've been trying to do, but the Voice Recorder app only seems to have limited options (under Settings I can choose Storage location, Default Name, Recording Quality, Limit for MMS) - I can also share it via email/Dropbox etc, but I see no option to use as a ringtone. How do I do this?

I have the latest version of Jellybean (4.1).

When you open voice recorder long press on the file you saved and you should have the option to "Set as". When you click that you should have the option to set as ringtone. At least that's how it is on my phone.

Btw, I like the app called Ringtone Maker. It's really easy to set parts of a song as a ringtone.
