It's constantly in my notification bar, even when GPS is turned off. So what is it actually telling us?

In other words, you have apps running that want to locate you using GPS.

Not really, it just means that you have location services turned on, not that apps are currently trying to find you.
 
Serpa4, what weather widget is that?

I believe it might be Weather Bug elite. I have it (it was a free app of the day on Amazon a while back), but I have a background color (pink) on mine. I might try it w/o the background. I love it!! I always check my weather a couple times a day :).
