What is Vyber?

I thought I can call people from my phone to their landlines or directly to their cell phone for free but when I tried it, it seemed like another chatting program that has voice call functionality so basically the other person I am trying to call must have Vyber so I can call him right?

Am I getting the picture right here or did I miss something?
