So I took a screenshot of something a bit worrisom. I turn my phone off every night and my wifi is always on when I do it. I just so happened to look at the battery stats in the morning and I see that it shows my phones wifi as being on all night! Even when it was supposed to be off. I'm not worried about battery life, I'm just thinking this whole lack of privacy with Google is getting out of hand so much that they're even watching you when your phone is off

First, Google is not watching you while you sleep - honestly, you're not that interesting.
Secondly - your phone was in deep sleep according to that graph - no activity at all, zero battery drain.
That means that your phone was talking to no one the entire time.
It doesn't look like your phone is off at all.
It looks like you have a fast-sleep/fast-boot feature enabled.
Third - that's controlled by a setting. If your phone doesn't have that setting, and you didn't buy a Nexus, that's the fault of whoever made your phone.
Fourth, if you don't have a setting for that, you can get an app that will give it to you.

Next time you power it off, pull the battery for the night.
Next morning, take a new snapshot after a bit to see if that WiFi graph is the same as the one above. If it is, then the reporting app has a bug in it.
If the new snapshot shows a gap in the WiFi line, then the phone was not truly "powered off" the previous times.
