What's the difference between running apps and active apps?

What's the difference between running apps and active apps?

I use the standard Task Manager that came preinstalled on my Infuse, to shut down applications.
However, when I go into Settings/Running services, it is still in there...as well as Settings/Manage applications/running.

So what's the difference?

Not sure what app ur talking about but lets say I have virus protection app. It is running continuously, but, it may not be active unless it starts a weekly scan or is scanning a website...
