I like the Unlocked Potential or Midnight ROM. Both 4.0.3 ICS and sense 3.6 based like the stock. But with more features and tweaks. You must be unlocked, rooted, and easier with S-Off to flash these. Instructions in their respective threads

Assuming you want a Sense 3.6 rom that just works, and don't want to deal with frequent updating, Harmonia. There's no better.

There is never a best rom. It is all a matter of personal preference. If you want a stock looking rom there is harmonia, unlocked potential, and midnight rom. All of them are good but I tried all of those they are nice but I'm on unlocked potential right now and that's my favorite. ^_^
