When clicking on a PDF in chrome, opens HTML code instead of downloading

If I try the same link in Firefox browser it downloads and asks me which program I whould like to open the file with.
I have apps that knows to read PDF,
But I can't get to the point that it downloads and asks me what to do

I tried to clear the defaults and nothing changes
Eny ideas?

I know this doesn't help, but I have the same problem when trying to download an MP3. I used to have a "save target as" option and now it is "save link as" option when I long press on a link to the MP3 (specifically at the survival podcast site) and this only saves the site not the file. If i click on the download link it starts playing in another window. this just started happening in the last couple of months it seems like. I do not want to have another app to manage mp3s or pod casts I just want to download MP3s to listen to later. Hope this helps get an answer.
