When power gets below 15% Note 4 starts continuously restarting

Galaxy Note 4, Verizon.

Frustrating problem: When my phone gets down to 15% power it starts an endless restart/reboot loop and it will not quit until I put the phone on a charger and take it back up above 15%.

Have any of you seen this problem/issue before?

I thought it might be the battery so I tried a new battery but still get the same problem.

Thanks in advance for any suggestions on how to remedy this problem.

I had this issue once in my Galaxy S3, I uninstalled excessive battery draining apps and changed few settings to prevent battery stress. It made some effect but not much. However, battery down adversely affects your mobile. I starts charging it when it reaches 25%
 
From what I'm reading the culprit is the battery, as you just replaced the battery, I see some people have done a factory reset with the new battery to resolve the issue you're having. I'd try to do that and if it's still a no go, order another battery from a different seller. Does the battery have any swelling at all ?
