Help When traveling internationally, is free Wi-Fi a panacea for the lack of a GSM radio?

Due to the lack of a GSM radio, the wide area connectivity aspects of the HTC Evo 4G cannot be used in too many countries other than the USA (of course, basic things like the GPS module can be used anywhere). Is keeping on top of where free hotspots are located the answer when it comes to making calls (via Skype), along with receiving and sending emails, etc.?
