where could I find free theme or wallpaper

I can't even see paid themes. All themes available in my country/region are free ones. They're in there.

Wallpapers are easier. Just download any picture from the Internet. You can use those.

I don't understand what you mean by the wallpaper too dull. Just get a picture that is not dull.

No. To use a custom icon pack you need to use a launcher. A theme will only use the icons it came with.

I did use some themes that could change app icon.That is my old phone,maybe I installed another launcher?

If the theme came with its own icons, it will use it. But if you want to use other icons or your own icons, you need a launcher.

And really the only launcher you need is Nova Prime.

Sure an example, not current, but this is using Nova and a different icon set and some other widgets. The dock at the bottom is also scrollable if you didn't know.
