Help Where is the RAM?

So checking out my phone in various utilities, everything reports that I only have 700mb of ram.as in total, installed on the phone. Id been wondering why i get oom errors so often, and even killing most processes I cant free up more than 350mb. Games that need 500 that would run on my Motion just freeze or force quit. Wtf huawei? Did my phone get gypped in the manufacturing process, or is the other 300mb just invisible for some reason?
 
As usual I should have researched more, It looks to have to do with the way android handles memory. I hate to constantly compare this to the Motion, but utilities always showed my full system memory, (760) AND I could easily cruise with 500mb free. Im starting to wonder if specs and software arent everything, and there is some fundamental difference in quality between manufacturers.

From what i was reading different phones dedicate different amounts of memory to the gpu and dalvik vm. Ours is like running Vista with shared vram that the os cant reclaim. (Probably a poor analogy)
I just wigged when I saw the ram total.
