Apps where to put system image for android 4.0.3

I download android 4.0.3 to my sdk and download system image and put it in images folder but sdk shows me that it doesn't installed what is the problem

I don't know what you've done.

To upgrade my SDK to Android 4.0.3 (API Level 15), all I did was go into the Android SDK Manager via Eclipse, put a checkmark next Android 4.0.3 (API 15) folder and then click Install.

if you download your image independently
