The Samsung Galazy S Plus looks like a great phone from the specs:
Samsung Galaxy S Plus Will Feature Gingerbread, 1.4GHz Processor
Also, I'm 99% sure it will have Flash

It's always tough to recommend a phone to someone you don't know. Many of the top phones are loved and hated at the same time simply because they are either perfectly suited to the users needs or they are missing some key features the user requires. Without knowing how you are going to use the phone it's next to impossible.
However, I have always found that if you decide on a carrier and plan and then see which phones they have to offer/will work on their network, then make a list of which features you absolutely must have and those you don't care about, a specific model will suggest itself.
