which App installer?

Could you provide more details regarding what you're looking for? Personally, I'm not all that sure about what you mean when you say you're looking for an "installer" that'll help you save bandwidth.
 
At a guess, I'd say they mean one that you can download apps to your PC and then install them via USB. If so, no idea here. My USB is kinda iffy at best when it comes to recognizing anything plugged into it, where my WiFi is always reliable, so I stick with that when I'm at home.
