I set auto brightness off and turn it all the way down cause the screen itself is bright already. but sometimes my brightness setting keep changing. i think an app does that?

Are you on auto brightness? If you are not on auto brightness setting then when you drag your finger left to right over the upper task bar it will increase brightness, if you drag your finger right to left it will decrease your brightness. It is a manual way to adjust brightness in changing conditions if auto brightness is off.Hope this helps.
Mine kept doing this too and it was driving me crazy..finally figured it out tho...there is a built in shortcut on the phone where if you swype left tp right up where your notification bar is without actually pulling it down, it changes the brightness settings...we were doing out ourselves all along! hope this helps..

Also check your stock web browser, which has a brightness setting that for me always seems to be resetting to about the 50 percent level.

Mine resets to lowest brightness when in standby mode power saver off its not me or my finger doing it i have slightly poor eyesight (and 4 spare batteries) so have it set to brightest setting but i get phone out of pocket and cannot see screen it resets to lowest without touch.

Have found a screen brightness app sits on homescreen click it and you can select level of brightness

No people. Go to settings -> display -> turn off adaptive brightness.
