Which application is responsible for phone function?

Android is based on Linux. There is no such thing as '.exe' executable files in Linux.

If you did find the phone app files and deleted them or otherwise deactivated it, you would break other stuff. Forget it.

I know it is Linux base and i am not going to break, in my tab that feature is disabled so i want to enable it. if you let me know it will be very helpful.
 
Depends on your tab. It may be disabled by default because the tab hardware antenna not being able to support calls via network
