Help which component gps/wifi to share Datas between smarthone

Hello together,

I want to know which component should I code, If I want to share automaticaly Datas directly between APPs(if they have the same app for instance- and in the same radius)
Which component can do that? GPS/WLAN ???

could GPS do that?

But the problem is via Wifi, that needs an Network connection. Is it possible share datas via Wifi without network connection?
directly change datas?
