Which CPU do I have?

[Matrix Leader]

On the back of the box it says:

Octa Core (1.90 GHz + 1.3 GHz Quad Core)

Is this the Samsung CPU or snap dragon?

I couldn't find the Snapdragon one here in Dubai and when I did some research it seems the snapdragon version is the better one? haven't started the phone yet as I'm a bit busy I hope it doesn't lag like heck like some people complain on forums

That would be a Samsung-powered NOTE4.
The Snapdragon-powered NOTE4 has a Quad-core 2.7 GHz Krait 450.
