Apps which development tool i should choose.

That depends.
What are you looking to create?
What skills do you have?
What new skills are you willing to learn?
How quickly do you need the project completed?
 
IMHO, you can't go wrong with Eclipse. Some developers choose other IDE's but usually only if they are already using them for other development.

It's fairly easy to setup, works for both Mac and Windows and it's the most popular and widely supported IDE. And the tools keep getting better.

The latest R15/R16 versions of the SDK and ADT extensions have been great.
