Which photo editor to annotate with an arrow

There are dozens of photo editors. I'm looking for something simple, similar to Jing in Windows 7.
I often want to draw attention to a detail in a photo, not necessarily in the center of the picture. A simple way to do that is to overlay a bright arrow pointing to the desired detail. Slightly more intrusive, but still useful is to place a rectangle around the detail to be highlighted.
Which photo editor would let me do this?

Thanks, looks like it does the trick. It took me some time to find the arrow under Draw-->Triangle/Circle but I should not be too fussy. The paid version costs an extra 2% on top of what I already paid for my tablet, so it is not out of the question. First, I need to learn the app.
