Why Am I Always Roaming (RI)

Newbie
I live in Rhode Island and my service is from RI (i d k if that matters) but every min. of every day i am in roaming? And from what i read people who are roaming can not update their phone OTA - you must use Wifi.

Any suggestions/explinations as to why this is?
