I installed the "Puffin Browser" from the galaxy apps.
I installed the same browser from the Google play store and didn't have any "pop up"
I wanted to see there was any functionality difference in the "Samsung" and the play store.
Sounds like Samsung doesn't vet the apps in their store quite as well as Google does in the Play Store. Amazon has the same problem in their app store. I remember when Amazon had a free app of the day or week or something and I installed 3D Mini Golf from their store. I had the same type of home screen ad problem. I ended up Factory resetting and re-installing my apps leaving out the last few I downloaded from Amazon. Haven't been back since even though I still have quite a few of there credits or coins or whatever. I stick with Google Play now.
Google Play has a rule that apps are not allowed to run ads outside of when you're actually using the app. Other app sources, it's probably anything goes and good luck.
Ads is how many of these 'free' apps are monetized of course. In addition to data mining, etc.
