Help Why can't I make my "Home" address more precise?

I think that is your problem, if I try to enable Smart Remote 'Trusted places' without wifi or mobile data on I get a pop-up message saying "Turn on internet to access 'trusted places'" and it won't work until I do.

So you need to at least switch your mobile data on.

I always have my wifi on so have never had that message before, but I've just been trying various combinations of GPS and geolocations on and off to see what happens. As I said earlier, I can't rely on getting a GPS fix when indoors which is why my wifi is always on. I have 1GB data on mobile so only use that when absolutely necessary.

I do have mobile data turned on, unless you mean for location purposes. But I don't see an option for just GPS and mobile data. All the options include WiFi, which I don't want.
 
If you have Location set to 'Device only', Smart Lock won't work at all.

(Edit.. the above may not be strictly correct. It is certainly true in my case because, as I said previously, I have very poor/unreliable GPS reception when indoors and always have Wi-Fi on for location purposes, and because it locates to my hub, location is as good as the GPS location I get if I step outside to get a clear view skywards.)

If you have it set to 'High accuracy' or 'Battery saving' you still need an internet connection, either Wi-Fi or mobile data, for Smart Lock to work.

So you need to select either 'High accuracy' or 'Battery saving' mode and just keep Wi-Fi switched off.

These are my options. But when I select one of the first two, it prompts me to turn on Google Location History, which I don't want on.

Wi-Fi geolocation is fairly accurate, down to street/postcode location but as long as you can get your location from mobile network geolocation you can switch Wi-Fi off.

Give it a try and see how you get on.

But will I be able to turn off location history and still have smart lock work? Guess I'll have to experiment. . .

P.S. I don't see "battery saving" mode anywhere. Is that what this is?
 
On my HTC M9 it's referred to as Location Mode, which matches your three options in 'Location method' :-

I have Location History turned off and Smart Lock is working ok.

It's Location Services that needs to be on which, from what I understand, is 'High accuracy' and 'Battery saving' modes which utilise Wi-Fi and Mobile network geolocation.

They also provide other location related services such as weather information. If I switch to 'Device only' my weather/clock widget loses the weather info and tells me to switch 'Location services' on.
