Help Why do 3rd party browsers run on Hotspot data?

I want to download pc games on my phone. Every download I try uses hotspot data even though its setting is off. I have tried multiple browsers, got a network reset from carrier, rooted, factory restore, and different APN and the problem still occurs.

How can I freeze the hotspot?
How can I make downloads run from unlimited data instead of the limited hotspot data?
 
Possibly the unlimited is for select content and websites only. Like sites and services that might be partnered with the carrier, e.g. unlimited YouTube viewing.

How are you downloading PC games, using whatever websites you find or torrents or something? Like are you using a bittorrent app on your phone.

Might have to enquire with the carrier about their unlimited plan, as to what limits there are and what's included.

I am downloading games through ocean of games, and I used another device with the same plan and the same website and it worked flawless. I read from an untrustworthy source that 3% of metro (t-mobile) users who use too much data per cycle are limited after 28gb, that's all I know of as far as limits to my plan.
