why do apps fail to load?

Can you post again with a more complete description of the problem (your setup and the symptoms)? We will need more information in order to identify what is wrong.
Some things which would be useful to know (just thinking off the top of my head): what phone model, what OS version, stock software, rooted or rooted + custom ROM, which apps are affected, where are you downloading them from, have there been any recent changes (e.g. software updates), how much internal storage do you have free (not removable SD card storage, that's irrelevant for app installation), has this started recently or has it been like this since you got the phone? If you are rooted and using a custom ROM, which, and does it try to move apps to a partitioned SD card?
