Why doesn't my phone get the full 1gb of ram?

I've had my phone for over a year now and I just realized I'm only getting 852mb of ram. Where has the other 148mb gone? Has the moto G always been like that?
 
Send of that ram is reserved for the system.

Their is a great app on the play store called Ram Thruth tyat will analyze a show you your ram usage and how it breaks down.
Also download Storage Truth while you are at it.
