Help Why Google Play Services on HTC and not Samsung?

Hi,

I've got a couple of old mobiles from about 2011 which I use if I'm working outdoors (so proper phone doesn't get the screen broken like last time I dropped it on a rock). One is Samsung Galaxy Ace (GT-S5830) running stock 2.3.3 and other is HTC Wildfire S which I just updated to 2.3.5. Both have 150Mb storage for

The HTC has Google Play Services installed (taking 64Mb) and with all the bloatware has only 14Mb free. By contrast the Ace doesn't seem to need GPS so has plenty of space, with more than 170Mb free. Despite the dire warnings, I even tried uninstalling GPS from the HTC but it wouldn't let me "install failed".

Just interested to know why the HTC needs Google Play Services installed when the Ace works perfectly fine without it.

Because the HTC offers more features and can take newer Google apps without an operating system upgrade unlike the Ace?

Or because Samsung includes just as much but different bloatware? (Which is also entirely true.)
