Why we cannot sort aplications on Google Play on rating, number of downloads, size etc.? Is it because it is difficult to implement or it is a policy of Google to keep a dense fog for users?

No idea - you'd have to ask Google (please do, but don't expect a reply!). This is an android user forum, so we have no official connection to Google and cannot change their policies.
It is amazing how the leading search company does such a poor job of this IMO. AppBrain provide a better search interface for the Play Store, so it might be worth visiting them (not perfect, but better than Play manages)..
