Why Is my internal storage so full?

That 64GB is the total capacity of the device storage, including the part allocated for the system. The space "used" includes the total size of all of the system partitions (there's probably some free space in those partitions, but as you cannot access it it is reported here as "used"). The table at the bottom just shows usage of the user-accessible part of the storage - even then perhaps only the usage that fits into those few categories.

You don't say what phone this is, but how much space is allocated to the system partitions depends on the manufacturer and model (more so than it depends on the android version). Samsung add a lot of stuff to their version of android and so tend to allocate more storage to the system than most, and that looks like a Samsung screenshot, so I expect that significantly more than 10GB is reserved for system partitions.
